Minister Steve Herbert resigns over dog scandal
Daniel Andrews has lost his third cabinet minister in less than two years in office, after the embattled Steve Herbert resigned over the scandal involving his use of a ministerial car to ferry his two pet dogs around.
Under the cover of the US election Mr Herbert issued a statement on Wednesday morning, declaring he was standing down because the issue was serving as "a distraction from the outstanding work of this government and specifically the excellent work of Premier Andrews"

Mr Herbert is the third minister from Mr Andrews government to leave cabinet in less than two years in office. He follows Adem Somyurek in 2015 and Jane Garrett in June.
Premier Daniel Andrews said Mr Herbert, who was minister for Corrections and Training and Skills, had "admitted an error of judgement and he is paying the price for that error".
He praised Mr Herbert's performance in the training and skills portfolios, saying he had a "profound impact on the lives of young Victorians".
Mr Herbert also announced that he would not recontest his upper house seat in 2018 - the Socialist Left MP made the rare move from the lower house to the upper house at the 2014 election.
On Tuesday, Mr Herbert told parliament he repaid $192.80 for one or "possibly two" trips for his two dogs Patch and Ted between his properties in Parkdale and Trentham.
The fact he could not say how many trips were taken placed further pressure on him -- some of his caucus colleagues were stunned by the performance with some saying he missed the opportunity to save himself.

The Socialist Left's Gayle Tierney was elected by caucus unopposed to replace Mr Herbert in cabinet. She will take over his portfolios.

Premier Andrews noted that her appointment boosted the number of women in Labor's cabinet. Her election was described by some as "seamless".
"Gayle is somebody who has spent her entire working life standing up for working people and the things that are important to families right across the state," Mr Andrews said.
A former Australian Manufacturing Workers Union state secretary Ms Tierney was first elected to the upper house western region in 2006.
"I know there's a lot of work to be done and I'll be working tirelessly every day to make sure we deliver the very best for Victorians," Ms Tierney said.
The resignation of Mr Herbert is another unwanted distraction for the Andrews government and will add to frustration that their agenda is being dogged by internal mistakes.
One Labor figure said that the party was doing a good job externally and communicating well with the electorate but was completely useless internally.
Opposition Leader Matthew Guy said Mr Andrews' decision not to sack Mr Herbert was a failure of leadership.
"Daniel Andrews should have sacked Steve Herbert two weeks ago and not waited for his minister to resign," Mr Guy said.
Macedon MP Mary-Anne Thomas was also promoted to Cabinet Secretary, a position previously held by Ms Tierney.
